The item before the Commission is-13 SECY 89-36, Rulemaking on Early Site Permits, Design 14 Certifications, and Combined Licenses.
In this paper, the 15 Commission is being asked to act on a final rule which 16 adds a
new section, Part 52, to the Commission l
L 17 Regulations.
18 The new part provides for the issuance of early 19 site permits, standard design certifications, and combined 20 construction permits and operating licenses, with 21 conditions for nuclear power reactors.
The new part also 22 sets out the review procedures and the licensing 23 requirements for applications for these new licenses and j
24 certifications.
