SUBJECT:

NUCLEAR EMPLOYEE DATA SYSTEMS l

Representatives from the Office of Inspection and Enforcement and Region I conducted a detailed review of the Nuclear Employee Data Systems (NEDS) program on April 17, 1986 at the Office of International Energy Associates.

We understand that 6 utilities in Regions I. and II plan to implement the NEDS system shortly.

The review included extensive discussions with Dick Sutton, NEDS program manager, and a detailed review of the criteria that NEOS participants have agreed to meet. The NEDS system is desi i

Data available in the system will. include individual radiation exposure data, respiratory qualifications and examinations,' security screening data (to

include psychological assessment, drug screening and medical examinations),

observational data and General Employee Radiation Protection training.

The data b'ase does not provide automatic access approval.

It provides information to NEDS participants that has been entered into the system. The individual NEDS participant processing the transient worker may contact other NEDS participants if there are any questions concerning infonnation provided by them. The NEDS participant processing the transient worker will detemine access approval.

The inspection and enforcement program will not change significantly upon implementation of the NEOS program because the NEDS system is primarily &

data transmission system and security plan commitments by user licensees have not decreased. However, there will be some revised methods of inspecting the documentation for personnel cleared through use of the NEDS program (to include vendors used by NEDS participants).

We will revise all applicable inspection procedures as apprc~prf ate to accomo-date inspection of the NEDS program. Also, due to our resent inspection of. the i

program acceptance criteria, it will not be necessary for the regions to individually reinspect the system. As changes are made, we will review them and will invite regional participation to assist in any future inspection l

of the system that may be necessary.
