'This refers to the inspection conducted by Messrs. P. D. Milano, R. Pettis, and P. Prescott of this office on January 6-10, 1986, of your facility at Monroeville, Pennsylvania and to the discussions of our findings with Mr. P. McManus and members of your staff at the conclusion of the inspection The purpose of this inspection was to review implementation of changes to the Westinghouse 10 CFR Part 21 reporting system and review the technical basis for a sample of items being evaluated by the safety review committee. Areas examined during the inspection and our findings are discussed in the enclosed report. The inspection consisted of an examination of procedures and represen-tative records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, we found no instance where you failed to meet NRC requirements. However, it was found that Westinghouse was in the process of completing an evaluation of a problem identified in March 1985 with an Engineered Safeguard Actuation System (ESAS) feature to allow on-line testing of the reactor trip interlock (P-4). This could constitute an unreviewed safety question as defined in 10 CFR 50.59 if the margins nf safety as defined in the basis for any technical specification is reduced. Therefore, this evaluation will be reviewed during a future inspection. Also, in the review of other Potential Item (PI) files, it was noted that several issues of potential safety significance have remained open for long periods of time without either a final engineering evaluation being performed or a decision made whether to refer the issues to the Safety Review Committee.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Poom.
