asked for the parties' abbreviated comments concerning the Board's l'
proposed witnesses and documents, Attachments A and B to the March l
26, 1986 Board Memorandum and Order.
l We propose the witnesses and documents listed on Attachment 1.
V We object to Mr. Steir and the employees as technical witnesses.
l Mr. Steir depended on the technical work of others (those engineers who provided GPU's technical defense in the Department of Justice investigation). Further, Mr. Steir's other investigation related to TMI-2 (the alleged harrassment of employees) was found unreliable' by the NRC. Mr. Steir represents the interests of CPU in other matters; he is the attorney used by the subsidiary New Jersey Power &
Light. The employees are not qustifthd expert witnesses concerning thet. technical aspects of leak rate testing. The clearly better witnesses are those experts from the NRC Staff who investigated the TMI-2 leak rate testing and the chief technical investigator used by Faegre & Benson.
