Reference:

1) ULNRC-1786, Dated June 10, 1988 Furnished herewith for your review and approval is a copy of updated pages which constitute revision 12 of the Callaway Plant Operating Quality Assurance Manual (OQAM), Pursuant to the requirements of 10CFR50.54(a) and 10CFR50.71(c)(3)(i), the OQAM has been revised to incorporate changes to the operating Quality Assurance Program (OQAP) description made since the last docketed revision transmitted by Reference 1.

In addition to the OQAM, Rev.12 update pages, please find enclosed one copy each of the following:

1. OQAM (Rev.12) mark-up, identifying changes through the use of inserts and strikeovers.

2. Explanations and justifications for changes to the OQAM.

Revision 12 of the OQAM includes changes resulting from enhancements to the organization. The revised OQAM continues to satisfy the requirements of 10CFR50, Appendix B.

All of the changes have been evaluated by Union Electric and are not considered reductions in OQAP commitments previously accepted by the NRC. They therefore do not require review and approval by the NRC prior to implementation.
