RESPONSE TO REGUIATORY EFFECTIVENESS REVIEW HOPE CREEK GENERATING STATION DOCKET NUMBER 50-354 Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated April 26, 1989, which provides the final report of the Regulatory Effectiveness Review (RER) conducted the week of April 10, 1989, at the Hope Creek Generating Station (HCGS).

Your letter requested that a review of the RER report be performed and that a written response to identified weaknesses be provided within 45 days. documents PSE&Gs response by outlining the actions taken, or planned to be taken, to address the findings contained in Section 2.0 of the subject report.

The attachment to this letter contains Safeguards Information which must be protected from public disclosure in accordance with 10 CFR 73.21.

The RER methodology, which exceeds and enhances previous NRC guidance, contributes measurably to bringing licensee security programs to a higher level of readiness.

Consistent with the goals of the RER program, and as outlined in Attachment 1, PSE&G will implement a comprehensive corrective action program to improve our program, thereby increasing the overall protection of the public health and safety, h.
