REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby transmits an application to amend Appendix A of Facility Operating License No. NPF-57 in accordance with 10CFR50.90. This amendment request will clarify that sampling for tritium be taken directly from the spent fuel area rather than from the ventilation exhaust from j that area, thereby providing a more representative sample.

A description of the requested amendment, supporting information and analyses for the change, and the basis for a no significant hazards consideration determination are provided in Attachment 1.

The Technical Specification page affected by the proposed change is marked-up in Attachment 2.

Based on the our determination that the proposed change does not involve a significant hazards consideration pursuant to 10CFR50.92 and that there are no issues involved in this request that would require any detailed technical branch reviews, PSE&G believes that the proposed amendment would be properly classified as a Category 2 change in accordance with the current NRC Amendment Review Procedures.

Additionally, in accordance with 10CFR50.91(b) (1) , PSE&G has provided a copy of this license amendment request to the State of New Jersey.

PROPOSED CHANGE TO THE TECHNICAL SPECIFICATIONS FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET No. 50-354 ref: LCR 89-04 DESCRIPTION OF THE CHANGE As shown on the marked-up Technical Specifications pages in Attachment 2, change TABLE 4.11.2.1.2-1, TABLE NOTATION (d), to read as follows:

" Tritium grab samples shall be taken at least once per 7 days from the spent fuel pool area, whenever spent fuel is in the spent fuel pool."

REASON FOR THE CHANGE This change'is necessary to more a murately reflect HCGS plant design and operation, and clarify that sampling for tritium should be taken directly at the spent fuel area rather than from the ventilation exhaust from that area.

JUSTIFICATION FOR THE CHANGE Sampling for tritium at the spent fuel pool area instead of from the ventilation exhaust from that area provides a more representative sample and more accurate methodology for the assessment of tritium release from the spent fuel. The proposed change will provide more accurate samples because it will provide only the atmospheric content from the spent fuel pool area for assessment. A sample obtained from the ventilation exhaust, on the other hand, is diluted by the additional ventilation flow of the South Plant Vent (up to 423,900 cfm).

10CFR50.92 SIGNIFICANT HAZARDS CONSIDERATION ANALYSIS PSE&G has, pursuant to 10CFR50.92, reviewed the proposed amendment to determine whether our request involves a significant hazards consideration.

Th,e operation of Hope Creek Generating Station (HCGS) in accordance with the proposed change will not involve a significant increase in the prob nility or consequences of an accident previously evaluated.

The proposed amendment does not involve a change to any structure, component or system that affects the probability of any accident previously evaluated in +

the Updated Final Safety Analysis Report (UFSAR). The proposed change will provide more accurate sampling results, thereby enhancing plant safety.

p a The operation of Hope Creek Generating Station (HCGS) in accordance with the j proposed change will not create the possibility of a new or different kind of l accident from any previously evaluated. 1 The proposed change in the sampling point for the measurement of tritium does i not create the possibility for any accident. The revision merely provides for the use of a tritium sampling point that is more conservative than the one presently specified.

The operation of Hope Creek Generating Station (HCGS) in accordance with the proposed change does not involve a significant reduction in a margin of safety.

Since the proposed sample location provides more accurate information regarding spent fuel pool area tritium levels than the presently specified grab sample point, the resulting increase in confidence in parameter measurement hence detection capability, would enhance margins of safety.

Conclusion:

Based upon the above, we have determined that this proposed change does not involve a Significant Hazards Consideration.
