REQUESTFORLSS.ADVISORjCMMITTEERESPONSES-TO QUESTIONS FROM COMMISSIONER CURTISS Attached are a series of questions prepared by Commissioner Curtiss about the final rule proposed in SECY-89 Final Rulemaking on the Licensing Support System for the High-Level Waste Licensing Proceeding. Commissioner Curtiss, who joined the Commission subsequent to its approval of the proposed rule in October 1988, has requested that these questions be forwarded to the members of the HLW Licensing Support System Advisory Committee for their response.

Commissioner Curtiss is seeking clarification from members of the package. ToCommittee Negotiating on selected parts of the rulemaking aid in your response, the NRC staff has prepared a strawman answer to each of Commissioner Curtiss' questions. The staff believe these answers characterize the results of the Committee's deliberations during the rulemaking process. I am now soliciting the views of the participants as to whether this strawman does, in fact, accure.,tely characterize the outcome of the committee's deliberations. If a participant (s) disagrees, separate views should be indicated.

Commissioner Curtiss wishes to stress that the answers he seeks should not require any additional negotiations or lengthy discussion by the Committee.

Because of the Commission's desire to act expeditiously on the final rule, I will need to receive the Committee responses by Friday, March 3. 1989 Please take the necessary action to obtain the Committee's input by that time. In view of the shortness of time, I would appreciate receiving directly a copy of each participant's input at the time it is forwarded to you.
