MAY I 91939 Mr. Frank J. Congel, Director Division of- Radiation Protection and Emergency Preparedness Office of Nuclear Reactor Regulation '

Nuclear Regulatory Commission Washington, DC 2D555 i

Dear Mr. Congel:

i This is in response to your memorandum of May 5,1989, in' which you requested that the Federal Emergency Management Agency-(FEMA) review >

Long Island Lighting Company (LILCO) documents in conjunction with FEMA's. ongoing review of the Shoreham offsite radi01ogical tmergency i

response plan. It 'was our understanding that LILC0 planned to submit,  !

in May 1989,s an overall revision of the Shoreham plan which would supersede much of the information found in the LILC0 documents mentioned in your May 5th memorandum. FEMA believes it is reasonable to assume that.this. submission will be.somewhat delayed due to events transpir'ing between LILCO and the State of New York. Currently, we

-believe the most efficient approach to such a review of LILCO's .

- documents is to wait until we have more definite information on  !

LILCO's submission. At that time, we would incorporate all appropriate data from the documents mentioned in your May 5,1989 memorandum. j i

-If you have any questions, please feel free to contact me at 646-2871. l Sincer , j MY$
