Control Room Emergency Air Cleaning System (CREACS) Technical Specification, Proposed Change No. 209

Dear Sir:

Pursuant to Section 50.90 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company (YAEC) hereby requests the authorization to make the following change.

Proposed Change Reference is made to the Technical Specifications of License No. DPR-3 of the Yankee Nuclear Power Station. We propose to replace the existing Technical Specification 3.7.5, " Control Room Ventilation System Emergency Shutdown," with the attached Technical Specification 3.7.5, " Control Room Emergency Air Cleaning."

Description of Change

1. Page 3/4 7-18. " Control Room Ventilation Emergency Shutdown," would be replaced with Pages 3/4 7-18 and 18a, " Control Room Emergency Air Cleaning."

2. Bases 3/4.7.5, " Control Room Ventilation Emergency Shutdown," would be replaced with Bases 3/4.7.5, " Control Room Emergency Air Cleaning."

Reason and Basis for Change This change is proposed to reflect the Control Room Emergency Air Cleaning System installed to satisfy the requirements of NUREG-0737, Item III-D.3.4, " Control Room Habitability." It should be noted that this proposed change is a resubmittal of item numbers 26 and 27 of Reference (b) and is further discussed in Attachment A of this letter.

Safety Consideration 1

l This change is requested in order to ensure, through operability and surveillance requirements, the enhanced protection afforded Control Room personnel by the Control Room Emergency Air Cleaning System. As such, this proposed change would not:

1. Involve a significant increase in the probability or consequences of i an accident previously evaluated. The enhanced protection afforded Control Room personnel would further assure their ability to I mitigate such accidents.
2. Create the possibility of a new or different kind of accident from any previously analyzed. The operational and surveillance requirements of the proposed change will not affect the Control Room environment, thereby assuring the continued operation of both personnel and equipment and thus will not create the possibility of a new or different kind of accident frem any previously analyzed.

1 i 3. Involve a significant reduction in a margin of safety. The proposed change shall assure the margin of safety afforded Control Room personnel is maintcined through its operability and surveillance requirements.

Based on the consideration contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specification, will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

This change to the Yankee Technical Specifications will be implemented upon Commission approval. A timely review and approval of this submittal would be appreciated.
