.s Per your request, MEB has reviewed the background of the newspaper article pertaining to the Diablo C6nyon bolts supplied by Cardinal Industrial p

Products. We have discussed this issue with E. Baker, IE on March 18, 1985.

.r In late 1983, the NRC (Vendor Programs Branch, IE) identified several Q

deficient practices by Cardinal Industrial Products. The supplier was found b

to have purchased bolts from a foreign country and sold them to several i;

nuclear facilities in the United States. Among the deficient practices the

[

staff identified was a failure to perform NDE on Class 1 bolts as required by the p,

ASME Code.

For impact testing, the staff found that the Izod tests performed

[-

in the foreign country were transposed to the U.S. - required Charpy Test L

for which the results are not compatible. Furthermore, the staff found no ir evidence of heat treatment records and inadequate specification of ASME Code r

requirements. The bolts ranged in size from 5/8 inch diameter to large reactor studs and steam generator manway cover bolts.

Subsequently, the staff compiled a listing of deficient procurement controls and QA practices by several suppliers of nuclear materials for possible generic implications and issued IE Information Notice 84-52 to all nuclear facilities. A copy of the IE Information Notice is attached.

It should be

l noted that, according to discussions with-Cardinal Industrial Products, fasteners have been supplied indirectly to the Comanche Peak facility.

This information notice is provided to inform licensees of deficient procure- '

f ment controls and quality assurance (QA) practices on the part of suppliers of p

nuclear materials and tp call attention to possible generic problems in procure-T:,

ment activities of licensees.

No specific action is required in response to 4

this information notice, but it is expected that recipients will review the f[,

information presented for applicability to their facilities.

Discussion:

The Vendor Program Branch (VPB) cf the NRC inspects vendors, material manufac-turers, and material suppliers of licensees. One purpose of these inspections l

G is to verify that vendors and suppliers.of safety-related materials to l

licensees are complying with the requirements of 10 CFR 21 and Appendix B to i~

10 CFR 50.

These inspections have revealed a large number of quality-related deficiencies on the part of nuclear suppliers such as:

Improper certification of stock materials as being fabricated and/or l

upgraded in accordance with ASME Code requirements.
