7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION TOLEDO EDISON COMPANY THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DOCKET NO. 50-346 ENVIRONMENTAL ASSESSMENT AND FINDING OF N_0 SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Comission) is considering issuance of an anendment to facility Operating License t ).
NPF-3, issued to Toledo Edison Company and Cleveland Electric Illuminating Company (the' licensees), for operation of the' Davis-Besse Nuclear Power Station, Unit 1, located in Ottawa County, Ohio.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Action The proposed amendment would revise the provisions in the Technical Specifications (TS) relating to the Auxiliary Feedpump Turbine Inlet Steam Pressure Interlocks. The operability and surveillance require-ments for these interlocks are disassociated from the requirennts for operability of the Auxiliary feedwater Pumps, but are retained in the Technical Specifications for protection against the effects of a rupture of the steamlines to the Auxiliary Feedwater Pump Turbines.
The proposed action is in accordance with the licensee's applica-tion for amendment dated May 4, 1987, as supplemented by a letter dated l.

....p The Neea for the Proposed Action The proposed change to the TS is required in order to reflect the change in system requirements resulting from modifications to increase the reliability of the Auxiliary Feedwater System.
Environmental Impacts of the Proposed Action The Connission has completed its evaluation of the proposed revision to TS and concludes that this change retains the function and purpose of the affected components and, therefore, does not change the probability or consequences of any accident. Accordingly, the Comission concludes that this proposed action would result in no significant radiological environmental impact.
The Notice of Consideration of Issuance of Amendment and Opportunity for Prior Hearing in connection with this action was published in the Federal Register on January 6,1986(53FR295). No request for hearing or petition for leave to intervene was filed following this notice.
With regard to potential nonradiological impacts, the proposed change to the TS involves no changes to any effluents or needed resources.
It does not affect nonradiological plant affluents and has no other environmental impact. Therefore, the Comission concludes that there are no significant nonradiological environnan+,a1 impacts associated with the proposed amendment.

Alternatives to the Proposed Action Since the Connission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be l
evaluated.
The principal alternative would be to deny the requested amendment.
l This would not reduce environmental impacts of plant operation and would result in reduced operational flexibility.
Alternative Use of Resources This action does not involve the use of any resources not previously considered in the Final Environmental Statements for the Davis-Besse Nuclear Power Station, Unit 1, dated March 1973, and supplenent dated October 1975.
Acencies and Persons Consulted The NRC staff reviewed the licensee's request r.nd did not consult other agencies or persons.
FINDING OF NO SIGNIFICANT INPACT l
The Commission has determined not to prepare an environmental impact statement for the proposed' license amendnent.
Based upon the foregoing environmental assessment, we conclude I
that the proposed action will not have a significant effect on the quality of the human environment.
