SUBJECT:
ONCE THROUGH STEAM GENERATOR INSERVICE INSPECTION REMEDIAL ACTION PLAN, ARKANSAS NUCLEAR ONE, UNIT 1 (ANO-1)-
We have completed our review of your steam generator inservice inspection remedial action plan which you submitted in a letter dated November 3,1988.
We are concerned about the significant sulfur-induced intergranular attack (IGA) corrosion activity in the ANO-1 steam generators above the fifteenth support plate. This concern was discussed in your meeting with the staff in Rockville, Maryland, on November 18, 1988.
You made two commitments in the meeting in response to our concern. This letter serves to document those commitments, which were as follows:
(1) Evaluate the adequacy of the existing 1.0 gpm Technical Specification (TS) limit on primary-to-secondary leakage. Factors we expect you to consider in your evaluation include the extent of tube degradation caused by IGA, and the capability of leaking IGA-degraded tubes to sustain loadings associated with postulated accident conditions.
(2)
Pending(the completion of this evaluation and any actions which may result such as TS changes, plant procedure changes, etc.), should steam generator tube leakage requiring shutdown occur, and if the leakage exceeded 0.3 gpm before shutdown of the plant was achieved.
Arkansas Power and Light Company will inform the staff of its plans, or lack.of plans, for inspecting steam generators prior to startup.
As discussed with your staff, the evaluation noted above will be completed by July 31, 1989.
