PRETRIAL BRIEF OF 'IHE FEDERAL ENERGENCY MANAGEMENT AGENCY ON 'IHE JUNE 28-29, 1988 SEABROOK EXERCISE SUM 4ARY OF 'IHE TESTIMONY The testimony which the Federal Emergency Management Agency (FEMA) has filed on the admitted contentions mncerning the June 28-29, 1988 Seabrook exercise incorporates by reference the Seabrook Exe.rcise Report dated September 1, 1988. FENA has develuped a matrix that cross-references, to the extent possible, FEMA's position expressed in that report with the exercise contentions. 'Ihat matrix is attached to this Pretrial Brief as Attachment A.

'Ihe overall conclusion on the SaiC is that, once the alert and notification system for the Massachusetts portion of the Seabrook Emergency Plannirg Zone (EPZ) is installed and operable, the SR4C will be adequate to protect the safety of the public living within the Massachusetts portion of the Seabrook EPZ by providing reasonable assurance that appropriate prutective measures can be taken offsite in the event of a radiological emergency at Seabrook. FDiA's overall judgment on the June 1988 exercise is that it demonstrated that the SH4C can be implemented. FD4A identified no " Deficiencies," although a g

number of " Areas of Required Corrective Action" were identified.

'Ihe attached matrix also contains references to the extent of play agreements that were agreed upon between FD4A and the exercise participants. In several contentions, an issue is raised about whether the demonstrations observed support FaiA's conclusions. '1he extent of play agreements document the means chosen by the exercise participants to demonstrate exercise objectives. 'Iherefore, the extent of play agreements should be consulted for a fuller urderstandirg of FD4A's position and findings in the exercise report.
