This' letter acknowledges the granting of enforcement discretion on April 6, 1989. The enforcement discretion provides temporary relief from the operability requirements of Technical Specif1 cation (TS) Requirement 3.8.1.1.d '

to allow operation in' Mode 1 for no more than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> with one train of fuel handling building'(FHB) exhaust air filter heaters inoperable and the'other r

train without emergency backup power available.

In yoijr letter to this office dated April 6,1989, you conclude from an analysis performed by HL&P that the FHB exhaust air filter train could operate

'without. heaters for at least 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> with insignificant increase in offsite and control room dose which would be well within the 10 CFR 100 and 10 CFR 50, Appendix A, CDC-19 limits.

Enforcement discretion was granted after consultation with NRR. We understand that the plant condition requiring enforcement discretion terminated at 7:50 p.m. (CDT) on April 6, 1989.
