Dear Mr. Thorne:

Enclosed please find an application from Westinghouse Electric Corporation

'for a license to export components, valued at $50 million, to the People's Republic of China (PRC). This equipment is associated with EURATOM's retransfer request submitted to the Department of Energy for the retransfer of major reactor components from Spain to the PRC which were exported to Spain from the United States under NRC's export license XR117 issued on June 3, 1977.

We'will advise the~ applicant to apply to the Department of Comerce for a license to export the steam turbine generator parts.

Before taking action on this license application, we would appreciate your views,.in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by

-the Nuclear Nonproliferation Act of 1978.
