'4410-89-L-0067 NRC QUESTION 1 On pages 6 and 10 of your letter, you address the use of differential pressure gauges associated with the HEPA filter system and drum enclosure. How often will these pressure gauges be read and logged and how will you assure filter changeout before excessive filter loading?

GPU NUCLEAR RESPONSE The drum enclosure blower and associated HEPA filter system will be operated only during processes involving transfer of dried solid waste material. This will entail operation for periods of about two to three (2-3) hours at a time at a freauency of no more than twice per day. The operating procedure for solids transfer will reauire blower startup prior to discharge of dried waste from the blender / dryer into the packaging system. The procedure also will reauire that the operator verify filter differential pressure is within specifications on initial startup of the blower and that it is checked hourly during blower operation. The procedure will reauire a minimum differential I

pressure of 0.5 inches WG and replacement of the filter before the differential pressure exceeds 9.0 inches WG.

In addition, the procedure will reauire that drum enclosure differential pressure with respect to building ambient pressure is at least 0.1 inches WG negative and that pressure differential is monitored hourly.

NRC QUESTION 2 Periodic monitoring of system parameters and visual inspection for leaks by the operators is mentioned several times in your referenced letter (pages 10, 12, 19). What is the maximum time interval between the operator's surveillance of the system during operation?

GPU NUCLEAR RESPONSE Operating procedures will reouire that operating parameters are read and logged hourly. This activity will reouire a tour of all areas of the evaporator building. Thus, the system will reauire operator surveillance at hourly intervals.

ADDITIONAL INFORMA1 ION In GPU Nuclear letter 4410-89-L-0038, dated April 17, 1989, the response to NRC Question 2 noted that the volume of the transfer tank is 130 gallons with a normal operating level of 40 to 90 gallons. GPU Nuclear was informed by the vendor in early May 1989 that the volume of the transfer tank had been increased to 275 gallons. The normal operating level of this tank is still expected to be between 40 and 90 gallons. The increased size o'/ the tank J

provides additional surge volume to preclude an evaporator shutdown if operational problems cause minor delays in blender / dryer cycles. This results in minimal impact on the evaluation of the consequences of potential spills from the system.

ATTACHMENT 4410-89-L-0067 In addition, GPU Nuclear stated in the response to NRC Question 8 that the drum enclosure exhaust blowcr had a capacity of 250 SCFM. On May 31, 1989,

.GPU Nuclear was informed by the vendor that the exhaust blower is being replaced with one having a capacity of 600 SCFM as originally stated in our tethnical' evaluation report.
