Pur uant to paragraph G.10, Task Orders, the contractor is authorized to perform Task OrOr No.16 in accordance with the contractor's proposal dated February 28,1989, as revised by telecon on March 17, 1989 between Barbara Meehan, NRC, and Tom Rodehau, SAIC, wherein it was agreed to reduce indirect overheads from $79,484.00 to $78,839.00, GSA from $15,379.00 to $15,315.00 arid fee from $16,917.00 to $16,056 and with the attached Stateraent of Work.

Task Order No.16 shall be in effect the date shown in block 3 through October 10, 1989.

The total cost ceiling of this task is $183,518.00 of which $168,462.00 represents the total estimated cost and M represents the fixed fee.

The following individuals are considered to be essential to the successful performance of this task order:

J. Price, J. Hammelman, N. Johnson, R. Sievers, T. Storey, and R. Gotchy.

The contractor agrees that such personnel shall not be removed from the -

effort under the task order without compliance with Contract Clause H.1, Key Personnel.

Under Section G - Contract Administration Data, Paragraph G.1, Contract Ceiling Amount, the second sentence is revised to read:

"The amount of funds available for perfonnance under this contract is increased by $193,000.00 from $1,268,100.00 to $1,461,100.00."

All other terms and conditions, including the ceiling amount of $2,100,000.00, remain the same.

l EVALUATION OF SAFETY ANALYSIS REPORT AND RELATED SUBMITTALS FOR TiiE WEST VALLEY DEMONSTRATION PROJECT B & R N0. 950-19-01-01 FIN L-10849

1.0 Background

The Department of Energy (DOE) provides Safety Analysis Reports (SARs) and other information to the NRC in accordance with the requirements of the West Valley Demonstration Project Act.

The SARs cover all of the activities conducted by DOE on the West Valley site that could have public health or safety consequences.

Several SARs have already been received and reviewed, including SARs on general site conditions, high-level waste supernatant treatment, low-level waste solidification in cement, and radioactive effluent treatment. The work description below. identifies the additional review and monitoring tasks related to West Valley for which the NRC will require contractor assistance.

2.0 Work Required i

Subtask A - Sludge Washing and Mobilization The Contractor will review and comment on preliminary information and the SAR on sludge washing and mobilization. A draft Safety Evaluation Report on this subject will be prepared. The contractor will meet as necessary with the Department of Energy (D0E) and its contractors to obtain information and resolve technical questions concerning sludge washing and mobilization. We estimate that two man-months of effort will be required for this subtask.

Subtask B - Vitrification The Contractor will review and comment on the preliminary SAR on the l

Vitrification Facility. The emphasis of the review will be on off-gas control and potential accidents. The Contractor will meet as necessary with DOE and its contractor to obtain necessary information and resolve technical questions concerning the Vitrification Facility. A draft preliminary Safety Evaluation Report on this subject will be prepared. We estimate that seven man-months of.

effort will be required for this subtask.

Subtask C - Integrated Radwaste Treatment System (IRTS) Monitoring The Contractor will review operating records and reports received from DOE concerning the performance of the IRTS. Operational data from the IRTS will l>e compared with calculations in Safety Evaluation Reports previously prepared by

SAIC TASK 16 1/18/89 q the Contractor. The Contractor will meet with DOE and its contractors to obtain information on IRTS operating experience. A letter report will be prepared after every three or four IRTS campaigns to document comparisons between expected and actual IRTS performance. We estimate that four man-months of effort will be required for this subtask.

l Subtask D - Environmental Impact Review The Contractor will review and comment on Environmental Monitoring Reports and preliminary information related to the low-level waste disposal Environmental l

Impact Statement. The subjects to be emphasized will be radioactive effluents

and environmental monitoring. The Contractor will meet as necessary with DOE and its contractors to obtain information and resolve technical questions 1

concerning these topics. We estimate that four man-months of effort will be required for this subtask.

3.0 Travel The Contractor shall meet with the (IRC West Valley Project Manager at least once on each subtask. Attendance at meetings at West Valley will be expected t

on a bimonthly frequency during the period of active work on those subtasks.

.j 4.0 Reports A letter report shall be prepared by the Contractor for each subtask upon its completion except where a different reporting requirement is stated in Section 2.0.

Formats for reports will be provided to the contractor by the NRC.

5.0 Level of Effort The estimated level of effort required to accomplish this entire task is 17 man-months.

6.0 Completion Date The completion date for this entire task is October 10, 1989. The completion dates for individual subtasks within this task order are dependant on when the tiRC receives the submittals from the licensee at West valley, NY. All submittals are estimated to be received within the period of performance for this task order.

7.0 ftRC Supplied Information i

The itRC West Valley Project fianager will provide all copies of preliminary information and SARs for the Contractor's use.
