Pursuant to'10 CFR 50.90, Commonwealth. Edison proposes to amend Appendix A, Technical Specifications of Facility Operating Licenses NPF-37 and.-

NPF-66. .The proposed amendment removes motor-operated valves OSX063A and OSX063B from Technical Specification-Tables 3.8-2a and 3.8-2b. 'A modification was' completed to remove the electrical connections to these valves. 'The valves are now considered manual valves that are maintained locked open and no longer have thermal overload protection devices.-

The. description and summary of the proposed changes are presented in

. Attachment A.- 'The revised Technical Specification pages are contained in

-Attachment B.

The proposed changes have been reviewed.and approved by.both on-site and off-site review in accordance with Commonwealth Edison procedures.

. Commonwealth Edison had reviewed this proposed amendment in accordance with 10 CFR/50.92(c) and has determined that no significant hazards consideration exists. This evaluation is documented in Attachment C. An Environmental Assessment has been performed, and is included in Attachment D.

Commonwealth Edison requests that this proposed Amendment be issued

-prior to the next required performance of this surveillance for the thermal overload protection devices. The proposed Amendment should be issued by

. DESCRIPTION AND

SUMMARY

I The proposed Amendment requests the removal of valves OSX063A and OSX063B from the Byron Technical Specification tables 3.8-2a and 3.8-2b. A

' modification was performed that converted the specified valves from motor-operated valves to manual valves by removing the electrical connections.

These valves were originally designed to isolate essential service water from the control room chillers, if the essential service water temperature was near freezing. It has subsequently been determined that this was not necessary because essential service water temperatures,.during winter ,

conditions, do not decrease to a point requiring chiller isolation.

This determination prompted a modification to convert the motor operated valves to manual locked open valves. This ensures an essential F service water supply to the central room chillers and minimizes the potential of an electrical or mechanical failure interrupting the water supply.

The basis for the operating of the motor-operated valves thermal overload protective devices ensurep Gani these devices will not prevent safety-related valves from perfo. ming tielr function. Since these valves are now manual locked open valves and their function is to allow essential service water to cool the control room chillers, the valves perform their required function and no longer have thermal overload protective devices.

Therefore, the Technical Specification amendment requests removal of valves OSXO63A and OSXO63B from the motor-operated valves thermal overload protective devices tables.
