Dear Mr. Martin:

As a condition of the approval of Amendment No. 45 to Facility Operating License No. DPR-54, the District agreed to provide the NRC with a copy of any changes to the NPDES discharge permit.and any permit violations.

Attached is a copy of the Discharger Self Monitoring Report for the month of February 1989. The report makes note of water quality violations.

1. The high total coliform value recorded on February 1 was caused by chlorine system unavailability. The high total coliform. recorded on February 3 resulted from an improper chlorine flow setting which was made when the chlorine system was returned to service on February 2.

The high total coliform value on February 9 is believed to be erroneous since the coliform results the day before and the day after were satisfactory and all three samples had a chlorine residual of 0.6 ppm.

2. The high BOD results encountered during the month of February are attributed to the unusually cold weather during the month. Dewante and Stowell Consulting Engineers concur with site personnel that high BOD results can occur during cold weather.
