i

. Company proposes 1 an amendment to the. Unit 1 Technical' Specifications

'l 1

(Appendix"A to the~ Operating ~ License).

Technical Specification 3.7. A.S.b - requires "withinithe 124-hour period :

/ subsequent to ' placing the reactor in the RUN mode following a' shutdown, the j

containment atmosphere ~ oxygen concentration shcIl be reduced to'less than 40 1

byJvolume andLmaintained in this' condition".

However, during the startup.of February 7; L1982, Lit became apparent thatL there was ~an insufficient amount-

i Lof' liquid nitrogen ' available to meetH this' 24-hour JLCO.

Additionally, j

resupplies ?are not available until after the 'LCO expires.'. We hereby request-1 a-one time extension :of the 24-hour-LCO to 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
beginning at 3 'p.m'.

EST n,

on February 7, 1982.

Minimum levels '(2000 gallons) of nitrogen are being h,,

mainta'ined to preserve operability of the Containment Atmosphere Dilution i

L(CAD). system per Technical Specification 3.7.A.6.b.

~ concentration following. entry into the RUN mooe is to minimize the i

possibility of. hydrogen combustion.following a loss-of-coolant accident.

The 24-hour period was established, as stated in the bases for specification 3.7_. A.5,. as being suf ficient to perform necessary drywell inspections and establish-the required oxygen concentration.

The control is administrative and supplements the CAD system.

Due. to the license date for Unit 1, the CAD system was installed l

to Lmeet. the then applicable regulations addressing. hydrogen evolution.

In I

.Q order to meet the currently applicable interim final rule, capability to q

q install portable hydrogen recombiners is being engineered, and, therefore, l

h/ g M*.7 orgia. Power.Comoany is in compliance with the regulations.
