Dear Mr. Foley:
Your letter of April 18,1989, requested clarification with respect ~ to the impact of Section 05.04, " Safety Issues Program," of NRC Inspection Manual Chapter (MC) 2515 " Light-Water Reactor Inspection Program - Operations Phase,"
on the regional inspection activities associated with bulletins and generic letters issued prior to August.30, 1988, the date of issuance of the latest revision of the MC.
The revision of MC 2515 eliminated the requirement for_ regional bulletin and generic letter inspection activities unless there is a currently effective NRC Inspection Manual Temporary Instruction (TI) defining such activities..This MC-revision, reiterated the elimination of routine regional inspection of all bulletins and generic letters which was first stated in NRC Inspection Manual Change Notice (CN)~88-03 which was issued on March 18, 1988. -This CN accompa-nied the revision of NRC Inspection Manual Inspection Procedure'(IP) 92703,
" Confirmatory Action Letter," (formally entitled " IE Bulletin, Confirmatory Action Letter, and Generic Letter Followup"). When discussing the reason for revision of this IP, the CN stated "Those Bulletins and Generic Letters which require specific inspection followup will.now have a Temporary Instruction _

issued to accomplish this. The routine inspection followup for Bulletins and Generic Letters has been deleted." The forthcoming revisions of MC 0720, "NRC Bulletins and Information Notices," and IP 92701, " Followup," will bring all.
1 related portions of the NRC Inspection Manual into agreement on this issue.
l It should be noted that these changes no longer require the mandatory in-spection of bulletins and generic letters by the Regions. The Regions still
]
have the option to inspect bulletins and generic letters for selected li-censees under the regional initiative element of the inspection program iden-tified in Appendix B to MC 2515.
Alss, it must be noted that the critical date appears to be March 18, 1988,.
(the date of revision of IP 92703) rather than August 30, 1988, (the date of revision of MC 2515) as used in your letter.
Thus, with respect to bulletins and generic letters issued prior to March 18, l
1988, which did not have a related TI, I would' expect that you should find regional inspections conducted prior to March 18, 1988, documented in inspec-tion reports. However, the likelihood of finding such inspection reports dated l
after March 18, 1988, will most likely decrease with time. To determine
