Dear Mr. Matthews:
Upon reflection on the Vicinity Property (VP) remedial action completion documentation process, we see a procedural concern with the attachment used for NRC concurrence with the Vicinity Property Completion Reports (VPCRs). To be more consistent with our relative roles described by UMTRCA, the MOU and with the present streamlining effort, it seems inappropriate for NRC to certify
. completion before DOE does.
In order to better document this milestone. I have enclosed a revised format for concurrence with VPCRs. My staff has coordinated with J. Garcia of your staff, as well as with the NRC staff in URFO.

The Department of Energy (DOE) has determined that the remedial action at the following vicinity property (VP):
has been completed and thereby complies with either:
[ ] the primary Environmental Protection Agency (EPA) standards under 40 CFR Part 192, Section 192, Subparts B and C.
[ ] supplemental standards invoked by DOE under 40 CFR Part 192, Subpart C, specifically Subsections 192.21 and 192.22; and the selection therewith has NRC concurrence. NRC concurrence given on:
