-10 rule on the licensing support system - for high-level 11 waste ' licensing proceeding.-
The' Commission is being 12 asked'.to. approve a final rule which amends 10 CFR'Part 13 2.to establish' procedures to govern a'high-level waste 14 licensing proceeding, including the use of an 15 electronic information management system known as the 16 LSS Support System.
I 17 As detailed in the attached draft ~SRM, which 18 is attached to our memorandum of. 27 March, all 19 Commissioners have approved the portions of the rule 20 dealing with the LSS.
21 Chairman Zech, Carr and Rogers have also 22 approved the procedural changes recommended by - the 23 negotiating committee.

member of the majority, was on travel and'did not attend the affirmation. session.
Commissioners Roberts and Curtiss disapproved the non-LSS procedural changes to the-rule.
Commissioner Curtiss did not participate in this portion of the vote so'that the decision of the Commission majority could be implemented.
The. recorded vote at the meeting for this portion of the rule is-Chairman Zech and Commissioner Carr approving; Commissioner Roberts disapproving.
