OF MEETING WITH WE'STINGHOUSE REPRESENTATIVES TO DISCUSS WESTINGHOUSE PROCESSES FOR COMMUNICATING FINDINGS ON THE FIELD PERFORilANCE OF WESTINGHOUSE EQUIPMENT

On March 15, 1989, a meeting was held between members of the NRC staff and Westinghouse to discuss the Westinghouse communications related to -

the field performance of Westinghouse equipment. This meeting is a j

result of a. January 12, 1989 meeting on manufacturing / quality assurance problems with Westinghouse circuit breakers.-

A list of attendees is provided as Enclosure 1.

Several management teams have i

been established by Westinghouse to study various aspects of quality ~ assurance, comercial_ dedication and the intarfaces between various Westinghouse organizations. Comrjnications is an important element of this study, both within Westinghouse, between Westinghouse and Westinghou n custoners and between Westinghouse and the NRC. Westinghouse discussed their efforts to impreve communications in all these areas.

t Westinghouse also discussed the progress to date in general terms and asked the NRC staff for their coments.

The staff provided the following coments to Westinghouse:

Westinghouse should consider:

lowering the threshold for Part 21 notifications and o

making notifications in a more timely manner providing the staff, in an informal way, with generic o

communications made to their customers when these concern potential safety problems making NRC aware of foreign events which may be applicable o

to domestic reactors when Westinghouse becomes aware of these comparing the number of NRC Information Notices and Bulletins o

which affect Westinghouse plants with the number of Westinghouse communications to their customers in order to judge the adequacy of Westinghouse communications to their customers on safety issues investigating the reason why Westinghouse was not aware o

of the failure of Westinghouse breakers at a non-Westinghouse plant investigating the experience of other companies that o
