Dear Mr. MacDonald:

This is to confirm my telephone conversation <with.Mr. Gordon, of your office, regarding the need for a Quality Assurance Program to transfer some low enriched uranium (LEU) fuel, from the Reactor Critical Facility (RCF) to the Linear-Accelerator (LINAC), within the Rensselaer' Polytechnic Institute'(RPI).

RPI possesses 592 LEU irradiated fuel rods of the SPERT(F-1) ty e, with stainless steel clad., each with UO pellet core having a 7
4.8 w/o U-235 enrichment. These rods are at the RCF, under license.
l CX-22, and RPI wishes to transfer sixty four (64) of them to the l
LINAC, under license SNM-190.

According to Mr. Gordon, since this is an internal fuel transfer within RPI, and we are not going to deliver licensed material to a commercial carrier for transport, then we do not need to have an approved Quality Assurance Program in place, for the RCF (license CX-22), in order to perform this transfer.
