Dear Mr. howry:

In connection with Export t.icense XSNM-885 and Amendment No. 1 issued on November 22 and 29,1978 respectively, you will note that the license covers all the material for which your application requested authority to export to Romania except for approximately 17 kilograms of uranium enriched to 93 percent U-235 in the form of UZrH fuel elements.

In its review of the proposed export, the Executive Branch recomended that the Comission approve, among other things, only 38.675 kilograms of uranium enriched to 93 percent U-235 at this time. Both the Executive Branch and NRC staff reviews concluded, after consultation with General Atomic, that this amount would be sufficient for the initial core and operation of the Triga Steady State Reactor (SSR) for about two years.

Please note that the Executive Branch recommendation and the Comission's action in this regard is without prejudice to decisions which may be taken on any further applications for future exports to Romania.
