Met Ed Event Report 76-12/IT (Enclosure 1) documents the discovery during the current refueling outage at TMI-l of damage to the reactor. vessel sur-veillance holder tubes, the necessity to operate during cycle 2 with the surveillance specimen capsules and holder tubes removed, and the accept-ability of these actions which requires NRR approval. This report is addressed to both the Director of Nuclear Reactor Regulation and the Director of Region 1.
In that this report deals with design features and analyses previously reviewed by NRR, a potential generic problem affecting B&W reactors, and planned operation requiring Technical Speci-fication changes, we recommend that the evaluation of this report and the generic followup be performed by.NRR rather than OIE. Accordingly, we request that you take the necessary action to assure that this is accommpli-shed.
