Haddam Neck Plant Fire Suppression Water Systems Inonerable Diesel Fire Pumn In accordance with the Special Reporting requirements of Technical Specification 3.22.A.2 Fire Suppression Water Systems; Connecticut Yank.ee Atomic Power Company (CYAPCo)is providing the NRC staff with the following information.

On March 9,1989, the diesel fire pump was declared inoperable as a result of a failure to automatically start. This was noted during the performance of an Operations Department surveillance procedure and subsequent troubleshooting evaluation. The problem was found to be the failure of a solenoid valve conuolling inlet flow to the hydraulic governor device.

This solenoid is required to open on a start signal from the engine controller to allow engine lubrication fluid to flow into the hydraulic governor which then positions the engine fuel rack to a start position.

This report is being submitted pursuant to the requirements of Technical Specification 6.9.2 since the fire pump had been declared inoperable for longer than seven (7) days.

The delay in restoring the fire pump to service was due to the unavailability of original manufacturers parts and the lack of suitable documentation to qualify a replacement. A preliminary engineering review specified a replacement solenoid which was installed, correcting the starting problem. However, the unit remained classified as inopemble while the replacement valve was being verified as meeting the original design functional requirements.

During this period, the electric fire pump remained in service.

Although the diesel fire pump was declared inoperable per the requirements of this Technical Specification, the unit remained on-line in an automatic operating mode following installation of the replacement solenoid. Fire water supply redundancy was provided by the operable electric driven fire pump..
