In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC)of the completion of Vogtie Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.1.02.09b.ii [Index Number 043]. This ITAAC confirms controls in the main control room operate to cause the pressurizer spray valves to open and close. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) request NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

Inspections. Tests. Analyses ii) Tests will be performed to verify that the pressurizer spray valves can open and close when operated from the MCR.

Acceptance Criteria ii) Controls in the MCR operate to cause the pressurizer spray valves to open and close.

ITAAC Determination Basis Multiple ITAAC are performed to demonstrate that the Reactor Coolant System (RCS) provides the means to control system pressure. The subject ITAAC requires a test to verify that the pressurizer spray valves can open and close when operated from the Main Control Room (MCR).

Testing was performed in accordance with Unit 3 plant interface testing work orders (References 1 and 2)for valve remote operability testing to demonstrate controls in the MCR operate to cause the pressurizer spray valves(RCS-PL-V110A and RCS-PL-V110B)to open and close. The valves were stroke tested using manual Plant Control System (PLS) controls from the MCR and local inspection verified the valves changed position as intended.

Unit 3 plant interface test results were reviewed (Reference 3) and confirmed that controls in the MCR operated to cause the pressurizer spray valves to open and close.

Reference 3 is available for NRC inspection as part of the Unit 3 ITAAC 2.1.02.09b.ii Completion Package (Reference 4).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with these ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.1.02.09b.ii Unit 3(Reference 3) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.1.02.09b.ii was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.
