Dear Mr. Chairman:

Comission policy in Congressional correspondence is that differing views of individual Commissioners should be expressed in a separate communication.

As you know, I join the Comission majority in its support for a single administrator NRC. But I do not concur in the Commission's comments of this date on S.1770.

I believe the guiding principle behind any single administrator legislation should be accountability of the Administrator to the President.

Further, I do not object to establishing an independent Safety Board H and only i_f,f there is a single administrator agency. My views on these and related issues were given in separate testimony before the Subcommittee on Nuclear Regulation June 17, 1986 and October' 29, 1987. Those views have not changed.
