u I am responding-to your October 19, 1987 letter concerning the la Q adequacy of protective measures. employed-at U.S. nuclear plants against potential' acts of nuclear. terrorism...You specifically requested NRC to examine the need for an'immediate state of alert and prompt action to require.special. barriers and other precautions at U.S. reactor and other nuclear sites against truck-bomb attacks.

The Commission takes very seriously any threat to the public health and safety arising from the operation of_-U.S. nuclear-facilities.

Threats of noclear terrorism'are carefully.

evaluated by the Commission.

In this regard;the NRC maintains I

daily contact with appropriate Executive Branch. agencies to

! g monitor the threat environment to determine if any special action is needed.

l Regarding the specific questions'in your letter, th'e Commission

. p t-1 is currentiv evaluating the need to upgrade protective measures at U.S. nuclear plants.

Any further action which.the'NRC might take is contingent on Executive Branch responses to several. ;

questions which are now under review.

In the~ interim, wel believe that based on current information pro'vi.ded by the'

Executive Branch, our present design basis threat for radiological sabotage and our in-place protective measures are" adequate.
