(Comanche Peak Steam Electric Station ) I Unit 1) ) l NOTICE OF WITHDRAWAL OF INTERVENTION It is my sad duty to advise the Board and the parties that on August 21, 1987, Meddie Gregory died. Her death ended a two- l year struggle with cancer which she fought with the same determination and vigor with which she has fought the forces of Texas Utilities Electric Company and Brown and Root who first ignored her safety concerns, sought to force her to change her opinions, and ultimately fired her. On a personal level all of us who knew and worked with Meddie have lost a very good friend and an inspiration. On a professional level her insights and ability to review and analyze complicated engineering drawings and technical documents will be sorely missed by the interveners and their counsel and ultimately by the Board.

There is a hitherto unrevealed chapter in the Heddie Gregory saga that should now be revealed. On July 13, 1984, Meddie's employment at Comanche Peak was terminated. Prior to that termination, sr had been an internal source of information for

-both'the NRC and GAP. After her wrongful discharge, Meddie filed

a: complaint with the Department of Labor (DOL), and the initial DOL determination was that she had been terminated for engaging in protected activity. Brown and Root appealed that determination and there was a hearing in November 1984 before the

' DOL Administrative Law Judge. After this hearing was completed.

but before the judge rendered an opinion, Meddie was diagnosed as

.having cancer. Brown and Root and Texas Utilities Electric company then gave her a choice: she could either pursue her legal rights or retain the insurance coverage that was essential for her treatment. The agreement that-she was forced to r' 9h in a literal attempt to save her-life was that she would no longer raise'her claims of wrongful discharge in any legal proceeding and that if she did-the insurance coverage to which she was entitled would be withdrawn. In that one event the owners and contractors of the Comanche Peak plant revealed in all their ,

ugliness the tactics they were willing to use in order to suppress dissent and prevent the truth from being told in these licensing proceedings.

While Meddie Gregory cannot legally continue as an intervenor'in this proceeding, and thus her intervention petition must be withdrawn at this point, for those who remain involved in the struggle her courage and strength and commitment to safety will give us the strength to continue in our battles, and we dedicate the remaining interventions and their ultimate success 1 to her.
