SAFETY EVALUATION OF BGRE REPORT A-85-11. "RETRAN COMPUTER CODE REACTOR SYSTEM TRANSIENT ANALYSIS MODEL QUALIFICATION" (TACS 60647/60648)

We have completed our review, with the assistance of International Technical Services, Inc., of your letter dated January 31, 1986 which submitted your plant-specific BG&E report A-85-11, "RETRAN Computer Code Reactor System Transient Analysis Model Qualification," for Corrnission review and approval.

This report was later supplemented by your submittals of March 7,1986 December 31, 1986, February 24, 1987, and June 9, 1987.

We have concluded that you have demonstrated, in the above stated submittals, the capability to properly develop RETRAN models for Calvert Cliffs Units 1 and 2 and to perform best-estimate simulation of reactor system non-LOCA transients using the;e models. BG&E indicated in its letter dated January 31, 1986 that this analytical capability will primarily be used to support the evaluation of proposed changes and revisions to operating procedures.

It is noted that you used RETRAN 02/ MOD 03 which was developed as a result of making corrections necessitated after the NRC staff review of the RETRAN 02/ MOD 02 computer code. This corrected version of the code has not been approved by the staff. Nevertheless, we believe that there is reasonable assurance that this version of the code is adequate for use in this report (A-85-11) and for its use in your best-estimate model, unless some future NRC review of RETRAN 02/ MOD 03 contradicts this assumption.

The Commission finds that the use of this RETRAN computer code as presented in the BG&E report A-85-11, is acceptable for use in performing plant-specific best-estimate transient analyses for the Calvert Cliffs Nuclear Power Plant Units 1 and 2.

2-This report has neither been reviewed nor approved by the NRC for any other use than the Calvert Cliffs best-estimate transient analyses. For further BG&E licensing analyses, you should submit sufficient information to demonstrate that the licensing calculations are performed using a plant model incorporated with appropriate conservatism to assure that uncertainties in both plant operatin models (g conditions (dealt with by modifying code input) and phenomenologica treated in each analysis in a conservative manner.

Enclosed herein is our Safety Evaluation and its associated Technical Evaluation Report.
