SUMMARY

OF MEETING CONCERNING BIG ROCK POINT (BRP)

DEFUELED TECHNICAL SPECIFICATIONS (DTS) AND DEFUELED l

EMERGENCY PLAN (DEP) WITH ASSOCIATED EXEMPTION On ' August 13,1998, from 10:00 a.m. to about 11:30 a.m., Consumers Energy Company representatives met with NRC staff at NRC headquarters to discuss their proposed DTS, DEP, and request for exemption from various emergency planning requirements for the BRP facility.~ These licensing actions were~ provided to the Commission for review and approval by Consumers letter dated September 19,1997.

During the meeting, Consumers Energy representatives summarized the current status of BRP decommissioning; the design basis and beyond design basis accidents applicable to the BRP facility; the current status of licensing actions, including the DTS, DEP, and associated -

exemptions; and, the costs and burdens on Consumers Energy, because the proposed DTS, DEP, and associated exemption are still undergoing NRC review and approval. Following

'this' meeting, I introduced Mr. Kenneth Powers, BRP Site General Manager, to Dr. Jack Roe, Acting Director, Division of Reactor Program Management, Office of Nuclear Reactor Regulation. Mr. Powers informed Dr. Roe of the topics discussed during the meeting.

The meeting between the NRC staff and Consumers was open to public observation.
