EVALUATION OF REQUESTS FOR RELIEF NUMBERS RR-17 AND RR-18 ' FOR EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MA2118 AND MA2119)
Dear Mr. Sumner.
The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by the Southem Nuclear Operating Company, Inc. (the licensee), in its letter dated February 27,1998, regarding its Requests for Relief Numbers RR-17 and RR-18, for Edwin I. Hatch Nuclear Plant, Units 1 and 2. The staff found your proposed attematives acceptable.
Details concoming the staff's evaluation and conclusions are contained in Enclosure 1.
~ Enclosure 2 is the INEEL Technical Letter Report. Pursuant to Tit',e 10 of the Code of federal Regulations (10 CFR) Section 50.55a(a)(3)(ii), the attemative proposed in RR-17 is_ authorized
- in that compliance with the Code would result in hardship without a compensating increase in the level of quality and safety. The attemative proposed in RR-18 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) because it provides an acceptable level of quality and safety. Use of Code Case N-546 is authorized for the current interval or until such time as the Code Case is published in a future revision of Regulatory Guide 1.147. At that time, if you intend to continue
- to implement this Code. Case, you must follow all provisions in Code Case N-546 with limitations issued in Regulatory Guide 1.147, if any.
