1. Overview of'Facilit'y Activities With the permanent shutdown of the University ofIllinois Advanced TRIGA, the scope of routine duties and tasks to be performed by licensed Reactor Operators / Senior Reactor Operators (RO/SROs) at the University ofIllinois Nuclear Reactor Laboratory (UI-NRL) must be reduced to reflect the amended license conditions. Accordingly, RO/SRO participation in facility activities at the 'UI-NRL under POL license status shall include the following:

a) Maintenance, monitoring, and surveillance of the Bulk Shielding Tank (BST) and the Primary Tank (PT) utilized for the interim storage of spent fuel elements.

b) Review of the proper use of the Fuel liandling Tools and Fuel Transfer Cask; as described in the "TRIGA Reactor Mechanical Maintenance and Operating Manual", Section 3.1, " Fuel Handling Tool"; and the " Safety Analysis Report (SAR)",Section IX.B., " Fuel Storage and liandling"; prior to each use.

c) Review of N'RLSP-20, " Fuel Inspection and Movement" procedure, prior to each such activity.

d) Annual review of the Operations, Surveillance, and Health Physics procedures.

e) Annual review of the Emergency Plan (EP) and the Emergency Plan Implementing Procedures (EPIPs).

f) Annual review of the operation, maintenance, and calibration requirements of the Area Radiation Monitors (ARMS) and Continuous Air Monitors (CAMS), and Security Alarm systems.

g) Review of changes to all UI-NRL procedures, applicable regulations, and license amendments.

II. Routine Facility Activities a) Practice Fuelliandling

1) Under the amended POL conditions for the UlUC Advanced TRIGA Reactor, operation of the reactor is not authorized. License authorized activities for RO/SROs shall necessarily be limited to fuel handling activities. The requisite skills associated with safe fuel handling shall be maintained by RG/SROs by the performance ofin-pool practice handling transfer l manipulations of standard dummy elements. In order to maintain current qualification, each RO/SRO shall perform a minimum of four practice fuel handling manipulations each calendar year, once per calendar quarter.

2) Should a RO/SRO fail to complete the requisite four practice handling transfers of standard ilummy* elements in a given calendar year, per Section II. a) 1) above, qualified RO/SRO status can be reinstated by the satisfactory completion of two practice hr.dling - _

transfers of standard dummy elements under the supervision of a qualified RO/3RO.

b) Routine Maintenance Activities

1) In order to maintain current familiarity with systems and hardware each RO/SRO shall spend a minimum of four hours per calendar quarter participating in routine facility maintenance and surveillance tasks and/or related activities as described in Section I.

Completion of the above shall satisfy the requirements of 10 CFR 55.53(e) as documented by the Quarterly Requalification Checklist (Attachment 1). Time spent performing practice fuel i

handling manipulations as described in Section II. a), shall also be applied to fulfill this RO/SRO qualification requirement.

2) Should a RO/SRO fail to meet the quarterly requirements, per Section II. b) 1) above, reinstatement of qualified RO/SRO status shall be contingent upon the satisfactory completion of a minimum of six hours performance of routine maintenance and surveillance activities under the direction of the Reactor Administrator or qualified designee to meet the requirement of 10 CFR 55.53(f)(2).

c) Annual Reactor Operator / Senior Reactor Operator Evaluation

1) The Reactor Administrator or qualified designee shall evaluate each RO/SRO for license requalification on an annual basis. This evaluation shall include an assessment of the knowledge and skills of the requalification candidate in the areas of facility surveillance, fuel storage / fuel handling systems, and familiarity with documentation. Successful RO/SRO requalification shall be contingent upon the satisfactory evaluation of the candidate in all areas, as documented by the Annual Reactor Operator / Senior Reactor Operator Evaluation Checklist (Attachment 2).
2) Should a RO/SRO fail to score satisfactorily in any of the topic areas of the Annual RO/SRO Evaluation, per Section 11. c) 1) above, reinstatement of qualified RO/SRO status shall require specific review of the applicable topic (s), as directed by the Reactor i

Administrator or qualified designee, and the subsequent satisfactory re-evaluation of the candidate by the Reactor Administrator or qualified designee. Topical review may consist of discussions, hands-on familiarization sessions, lectures, and/or self-study documentation '

review, as deemed necessary and appropriate by the Reactor Administrator or qualified designee, to bring the candidate to an acceptable level of expertise.

d) Biennial Written Examination

1) The requirement set forth in 10CFR55.59(a)(2), for the satisfactory completion of a biennial RO/SRO written examination, will be met by the administration of an examination by

- the Reactor Administrator to each RO/SRO covering the limited topics and activities 2

  • 1 currently authorized under the UIUC Advanced TRIGA Reactor Possession Only License (POL) co'nditions. Satisfactory completion of the bienr.ial examination shall require a score of 70% or greater, as documented by the Biennial Requalification Checklist (Attachment 3).
2) Should a RO/SRO fail to score 2 70% on the biennial written examination, reinstatement of qualified RO/SRO status would necessitate specific review of the applicable topic (s), as directed by the Reactor Administrator or qualified designee, and the subsequent retesting and satisfactory scoring by the candidate. Topical review may consist of discussions, hands-on familiarization sessions, lectures, and/or self-study documentation review, as deemed necessary and appropriate by the Reactor Administrator or qualified designee. ,

l e) Reactor Administrator Requirements If the Reactor Administrator or qualified designee is a SRO, that individual shall also satisfactorily complete the requalification requirements, as set forth in Section 1. and Section

11. a)-d) above.

Records shall be maintained for each licensed RO/SRO, by the Reactor Administrator or qualified designee, to document the following:

a) Quarterly Requalification Checklists.
