WITHDRAWAL OF PROPOSED REVISION 2F TO THE BEAVER VALL3Y POWER STATION, UNIT NO. 2 (BVPS 2) INSERVICE TESTING (IST) PROGRAM CAC NO. MA2036)
Dear Mr. Cross:
By letter dated August 12,1998, Duquesne Light Company (DLC) withdrew proposed Revision 2F to the BVPS-2 IST program in its entirety. Proposed Revision 2F to the BVPS-2 IST program had been submitted for NRC revievr and approval in accordance with 10 CFR 50.55a(a)(3)(ii) by DLC's letter dated June 9,1998. The proposed revision included two relief requests, which concemed delaying the testing of the low head safety injection (LHSI) pumps and their associated check valves until the next rafueling outage (2R07). DLC had stated in its June 9, 1998, letter that it believed the relief requests were necessary since Table 1.2 of BVPS-2 technical specification (TS) 1.21 defines a frequency of "R" as "at least once per 18 months" and since 2R07 will not occur within 18 months of the last time the LHSI pumps and :sssociated check valves had been tested.
BVPS-2 TSs 4.5.2.b.2 and 4.0.5 require that the LHSI pumps and associated check valves be tested at the frequency specified in the BVPS-2 IST program and in accordance with the ASME Code. The BVPS 2 IST program specifies that the LHSI pumps and associated check valves be tested during refueling outages. DLC had interpreted TSs 4.5.2.b and 4.0.5 to require testing the LHSI pumps and associated check valves at least once-per-18-months. However, during a -
telephone conference call on June 30,1998, NRC staff members informed DLC staff members that the IST relief requests were unnecessary since the BVPS-2 TSs specify surveillance f.esting of the LHSI pumps and associated valves in accordance with the frequency specified in tSe IST program and the ASME Code, which only require testing at refueling outages. The survolance i
test frequency of "R" (at least once-per-18-months) as specified in TS Table 1.2 applies only to surveillance test frequencies specified in the TSs, not to testing required by Section XI of the ASME Code. Thereforw, DLC withdrew its June 9,1998, proposed Revision 2F to the BVPS-2 IST program.
The NRC staff also notes that the component testing interval of " refueling," as used in the ASME l
l Section XI IST program, is described in NUREG-1482, Section 3.1.3, " Scheduling of inservice Tests." in ASME Section XI and NUREG-1482, Section 3.1.3, no numerical value is given for the l
duration ofintervals between refueling outages. Therefore, extending the length of time between refueling outages would not require relief from IST requirements. However, testing of pumps and l
valves may not be limited to only those tests required by inservice testing per 10 CFR 50.55a. If i
operational readiness of an IST component becomes questionable because of an extended

i interval between refueling outages, then the requirements for additional testing would fall under 9
l the provisions of 10 CFR Part 50, Appendix A, GDC-1, and 10 CFR Part 50, Appendix B, Criterion XI and additional testing may be required.
