Enclosed is an application for an export license (XSNM03057), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium, in the form of uranium dioxide (UO ), to Japan for use as reload fuelin Fukushima I, Units 2 thru 5; Fukushima 11 2

Units 3 and 4; and Kashiwazaki Kariha Units 1 thru 5. Assurances from Japan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation.

Your assistance in obtaining the necessary assurances will be appreciated.

Please note that Australian and Canadian orgin source materialis involved.

Enclosed is a request for issuance of an export license to authorize the shipment of 27,680 kgs of enriched uranium, in the form of approximately 31,600 kgs of UO powder to Nuclear Fuel 2

Industries, Ltd. In Japan for fabrication into reload fuel for Fukushima 1 Units 2,3,4 & 5, Fukushima 2 Units 3 & 4 and Kashiwazaki Kariwa Units 1,2,3,4 & 5.
