Dear Dr. Chang:
Thank you for your letter of July 20,1998, advising of your appointment as the new President and Chief Executive Officer of the Korea Electric Power Corporation. The Republic of Korea has made a most ambitious commitment to nuclear power, while simultaneously maintaining a safety record of which it can, indeed, be proud. I wish you continued success with your program, both ongoing and planned, and much personal satisfaction in your new position.
I had the opportunity to meet your predecessor, Mr. Rieh Chong-Hun, in April 1996 when I visited the ROK for the first time and then again, in October 1997, when he called on me here to raise some nuclear export and wasta management issues of mutual interest. I look forward to meeting you as well, and perhaps furthering the nuclear safety and policy dialogue we have opened with KEPCO. NRC values the close, cordial relationship and the excellent exchange and cooperation it has developed with the Korean nuclear community, particularly through the Ministry of Science and Technology, the Korea Institute of Nuclear Safety, and the Korea Atomic Energy Research Institute. Please be sure to plan a call on me when you next visit the Washington area. I will certainly request an appointment with you if I make a return trip to the ROK.
