OF AUGUST 6,1998, MEETING WITH WESTINGHOUSE.

REGARDING HIGH-BURNUP FUEL ISSUES On August 6,1998, a public meeting was held at the U.S. Nuclear Regulatory Commission's

' (NRC's) offices in Rockville, Maryland, between Westinghouse, utility, and NRC staff members. lists the meeting attendees. A portion of the presentation involved discussions on

- proprietary information. Attachment 2 contains a copy of non-proprietary slides presented by -

the Westinghouse representatives during the meeting.

The Westinghouse representative began the meeting by presenting the meeting agenda, which '

.. included Westinghouse's high-bumup fuel program, potential issues related to high-bumup fuel,.

i a summary of current high-bumup fuel experience, and the high-bumup lead test assembly '

,(LTA) program. The Westinghouse representative indicated that some utilities are interested in.

higher bumup fuel (above the current fuel bumup limit of 62 GWD/MTU). This higher bumup '.

fuel may be loaded during 1999 and will reach the 62 GWD/MTU bumup limit 3 to 4, years later.

Major discussion points during the meeting are as follows:

1 Westinghouse had planned to obtain licensing apprdval for bumup extension with a two-step approach. That is, a near-term incremental extension followed by a furtherz increase after industry issues have been addressed. The staff replied tLat under current budget constraints, the staff is unable to support this two-step approach. The staff

, stated that it would only be willing to reyiew bumup extensions beyond 62 GWD/MTU after sufficient resolution had been obtained on the current industry high bumup issues,

'_ and that at the present, it is not willing to review incremental extensions beyond 62

~ GWD/MTU.' This is the same position that was stated during the meetings with ACRS and Nuclear Energy Institute in April 1998. Westinghouse requested that this position

- be widely communicated to the industry in order to ensure that this message was clearly understood.-

The staff informed Westinghouse representatives that because of resource limitations, NRC is looking to the industry to take the lead in developing the necessary criteria for burnup extensions. The detailed NRC program plan for high-burnup fuel as documented in a memorandum dated July 6,1998, from L.J. Callan, Executive Director for Operations, to the NRC Commissioners was discussed.

Westinghouse informed the staff that Westinghouse's ZlRLO fuel performance at high burnup level has been excellent, and LTA programs and fuel monitoring programs are underway to obtain fuel performance data at high burnup levels.

The representatives of the NRC and Westinghouse agreed that this meeting was usefulin promoting understanding of each other's positions on high-bumup fuelissues.
