OF NUMARC-NRC MEETING ON MOTOR OPERATED VALVE PERFORMANCE

., C (co35 On December 5,1986, AE00 issued a case study report,on motor operated valves.

Subsequently, on December 10,1986, the ED0 sent the ' report to NUMARC recomm-ending that industry take the initiative to address motor operated valve (MOV) l performance and reliability problems.

The NRC staff met with representatives from NUMARC, INP0, EPPI, and the nuclear industry on September 1, 1987 in Bethesda, Md. to receive an information briefing on industry initiatives on MOV problems. This memorandum provides a sunrary of the meeting. is a list of meeting attendees. is the meeting agenda.

l The opening remarks from NRC and NUMARC were to establish the background for NRC concerns related to M0V problems and identify the NUMARC role in the industry M0V effort. NUMARC intends to serve as a coordinator for the industry technical l

efforts from INPO, and EPRI as well as identify other related activities such as the ASME 0&M standards that are related to MOV performance.

emphasized that the overall industry program was aimed at improving the operability of MOVs at nuclear plants, and not intended to address current or potential regulatory requirements.

The proposed program will utilize both the existing Maintenance Review Program that INPO conducts with all operatin Maintenance Assistance Center (NMAC)g plants and the newly established Nuclear at EPRI.

The INPO effort will include the following:

Analyze elements of good M0V performance and communicate lessons learned Additional emphasis on improving MOV maintenance during INP0 plant evaluations INP0 letter to Utility Senior Nuclear Managers to stress awareness and importance of resolution of M0V problems Conduct workshops to appraise maintenance personnel of MOV problems and solution techniques

More detail of the INP0 efforts is provided ininclosure 3 which consists of the viewgraphs used for discussion during the meeting.

The EPRI portion of the program will be conducted by NMAC. This group was officially established September 1,1987 as a pilot program with funding by EPRI for one year. The goal is to provide services to optimize maintenance, collect and analyze data, and provide hotline help to operating plants. The l

initial staff will be loaned from utilities and vendors with the long-term i

ob,Jective to have a permarent staff with utility financing separate from the i

normal EPRI funding. The EPRI effort will consist of preparing a technical maintenance guide Jr MOVs.

This guide will be prepared by contractors under f

the gudiance of aAechnical Advisory Group.

The advisory group currently involves 14 people representing utilities, various equipment vendors, and INPO.

The MOV technical maintenance guide will consist of a maintenance manual and an application guide. The initial maintenance manual will address SMB-000 Limitorque motor operators and include setup of-controls and confirmatory testing, corrective and scheduled maintenance, post maintenance testing, parts, trouble shooting, root cause determination and predictive maintenance. The application guide will address valve selection (including system conditions and interfaces) operator selection, control and switch settings, special design feature, and long term liability.

Copies of the viewgraphs of the NMAC presentation are provided in closure 4.

A discussion of the proposed draft ASME O&M-8 standard on performance testing of MOVs was presented by the Working Group Chairman, John Allen, from APS. The standard identifies test methods, test intervals, and criteria.

The Standard is expected to be available in late 1988.

dates is provided in The primary purpose of the meeting was for NRC staff involved in MOV activities to obtain information about the proposed industry program t.o improve MOV performance and reliability.

Communication between NRC staff and the technical groups should be encouraged.

The procedures, methods, and possible participation with each group will be explored v ith the individual groups by AEOD and then discussed with other NRC staff as part of the NRC staff review and assessment of the proposed industry program.
