SUBJECT: . NRC INSPECTION REPORT 50-498/98-14; 50-499/98-14
Dear Mr. Cottle:
. An NRC inspection of steam generator replacement activities was conducted July 6-9,1998, at
your South Texas Project Electric Generating Station, Units 1 and 2, reactor facilities, with a
. briefing of inspection status given at the conclusion of the onsite inspection. Additional in-office
'
. review was performed following the onsite inspection, with an exit meeting' conducted
telephonically on July 23,1998.- The enclosed report presents the scope and results of that -
inspection.
Overall, the results of the~ inspection indicate that your quality organization has performed
comprehensive oversight of Westinghouse and its subvendors during materials manufacture
- and steam generator vessel fabrication, and has been proactive in the measures taken to
assure compliance with the technical and quality requirements of your specification for the
Unit 1 replacement steam generators. We note that oversight findings and identified vendor
errors culminated in the issue of a stop work order. This order was subsequently lifted following
a major review by Westinghouse'and initiation of corrective actions to address the root causes
of identified problems.-
Lin accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
