Dear Mr. Davis:

In response to your letter dated August 6,1998, we plan to host a meeting for the technical specifications task force (TSTF) on September 24,1998, and we look forward to receiving your agenda ,

as soon as possible. This would allow the staff to facilitate a review of specified items as well as I personnel availability.-

)

We appreciate your thoughts on the staff interface with the TSTF, and in that light we would like to explore with the TSTF, process improvements to achieve progress in a less resource-intensive manner on safety or significant operational issues rather than on style, format (TSTF-255), and preference issues.

In addition to process improvement, the following are issues upon which the NRC feels both the staff as well as industry should focus and give priority: i e Response time testing (TSTF-111, R.1).

e RPS and ESFAS instrumentation (industry's proposed re-submittal of TSTF-135) e Industry initiative on using condition monitoring to achieve superior instrument calibration as well as longer surveillance intervals to increase availability.

e Ice condensers.

e BWR Secondary containment doors (TSTF-018).

  • SRs that require a licensee to enter LCO 3.0.3 to perform.

e Administrative Controls (TSTF-258)

The staff requests that the TSTF address progress on these issues at the start of the /[
