Operating License No. DPR-50 Docket No. 50-289 GPUN Response to Inspection Report (IR) 87-09 IR 87-09 requested GPUN to provide a description of the long term planned actions in followup to the makeup filter contamination event which was the subject of Violation B from that Inspection Report.
Our letter of July 23, 1987 provided GPUN's response to the Notice of Viol ation. That letter was resubmitted on July 31, 1987 only to correct an f
error in the cover letter. As stated in our response, all of the short term actions that were identified have been resolved. Attached is a list of the long range items that are planned in order to reduce personnel exposure, avoid non-routine releases of radiation, and improve personnel performance related to makeup filter changeout, i

I LONG' TERM ACTIONS TO RESOLVE PROBLEMS RELATED.
'TO MAKEUP FILTER CHANGE 0VT AND DISPOSAL ACTIVITIES L
1.
The jfb hoist, located 'above the Makeup Filter 2A/B Cubicle, will either l
. be relocated or raised a sufficient height to provide adequate clearance
~
for installation of an electrical hoist assembly and lifting alternate types of. filter disposal shields. This will improve the efficiency of
. maintenan'ce activities and reduce personnel, stay times in the area.

-If relocation of the jib hoist as described in Action No.- 1 above has not l
sufficiently reduced personnel exposure estimates due to reduced time and -
I increased distance of. the letdown piping from the workers, then permanent :
shielding will. be installed,on letdown lines above Makeup Filter 2A/B c.
Cubicle in order to further reduce personnel exposure.

So that plant operation' is not dependent on only one transfer pig, a > $
spare makeup filter pig and process shield will be purchased.

The existing ventilation exhaust duct will be modified to' allow r.

.Long life. light' bulbs will be evaluated for use.in the Makeup Filter j
Cubicles and other areas of the Reactor Building.

A permanent high radiation door will be installed at the entry to Makeup j
Filter 2A/B Cubicle in order to allow unlimited access to the remote valve ~ operators.

Procedures pertaining to makeup filter changeout and venting will be revised in order. to limit the spread of contamination to personnel and equipment during filter changeout and to prevent airborne releases due to filter venting and draining ' operations.

.The Makeup Filter 2A/B Cubicle interior will be decontaminated and repainted.
