Haddam Neck Plant Proposed Revision to Technical Specifications Containment Penetrations Pursuant to 10CFR50.90, Connecticut Yankee Atomic Power Company (CYAPCO) hereby proposes to amend its Operating License, DPR-61, for the Haddam Neck Plant, by incorporating the change identified in Attachment 1 into the Plant Technical Specifications.

The proposed change will revise Technical Specification 5.4, Containment, by replacing it with a Technical Specification which is consistent with the Standard Technical Specifications. The proposed change deletes the general statements made about containment penetrations and their associated basis. The design specifics on containment penetrations have been included in the Haddam Neck Updated Final Safety Analysis Report (UFSAR). The design of all containment electrical penetrations is fully discussed and will be maintained in Section 8.3 of the UFSAR. Thus, to further include this in the Technical Specifications is redundant and inconsistent with the Standard Technical Specifications. In addition, the deletion of Section 5.4B, Containment Penetrations and Associated Basis, is strictly administrative in nature and will have no effect on any systems or parameters.

CYAPCO has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not constitute an unreviewed safety question. The probability of occurrence or the consequences of an accident or malfunction of equipment important to safety (i.e., safety-related) previously evaluated in the UFSAR have not been increased. The possibility for an accident or malfunction of a different type than any evaluated previously in the UFSAR has not been created. There has not been a reduction in the margin of safety as defined in the basis for any Technical Specification.

The proposed change will not result in any physical changes to the plant or changes in the way the plant is operated. The proposed change is strictly p\g 6

3g administrative in nature; therefore, no design basis accidents are affected by the change. Thus, there is no effect on the design basis accident analysis.

Nuclear Regulatory Commission B12601/Page 2 September 9,1987 Since the proposed change is strictly administrative in nature and has no impact on design basis cccidents, no credible failure modes are associated with the change. This ' change does not affect any safety-related system and will not modify the plant response nor create an unanalyzed event. The probability of occurrence or consequences of an accident or malfunction of equipment has not been increased, nor has the possibility of an accident or malfunction of a different type been created. Finally, the margin of safety has not been reduced and, therefore, the change to the Technical Specification poses no danger to the health and safety of the general public.

CYAPCO has reviewed the attached proposed change in accordance with 10CFR50.92 and has concluded that it does not involve a significant hazards consideration in that the change would not:

1. Involve a significant increase in the probability or consequences of an accident previously analyzed. There are no physical changes to the plant as i a result of the proposed change; therefore, previously analyzed accidents ~

are not affected.

2. Create the possibility of a new or different kind of accident from any previously analyzed. The Technical Specification change deletes the general statements about containment penetrations from Section 5.4B. The design on containment penetrations is discussed in the UFSAR. As such, there are {

no hardware modifications associated with this change and, consequently, no l failure modes associated with this change.

3. Involve a significant reduction in the margin of safety. The proposed change is administrative in nature and will have no affect on the ongoing surveil-lance requirements or limiting conditions for operation.

The Commission has provided guidance concerning the application of standards set in 10CFR50.92 by providing certain examples (March 6,1986, SIFR7751). The proposed change is enveloped by Example (i), a purely administrative change to Technical Specifications; for example, a change to achieve consistency throughout the Technical Specifications, correction of an error, or change in nomenclature.

The proposed change will make the Technical Specifications consistent with the Standard Technical Specifications by deleting the general statements made about containment penetrations. This will avoid future unnecessary Technical Specifi- j cation changes.

q The liaddam Neck Nuclear Review Board has reviewed and approved the attached proposed revision and has concurred with the above determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment.
