Amendment 19 to FOL NPF-30 dated 4/3/87 Union Electric Company herewith transmits one original and one conformed copy of an application for amendment to Facility

. Operating License No. NPF-30 for Callaway Plant.

This amendment application requests that the surveillance requirements given in Technical Specification Table 4.3-1 be revised in order to comply with References 1 and 3.

The proposed changes include the addition of functional testing requirements for the reactor trip bypass breakers prior to placing them in service during monthly reactor ~ trip breaker testing (local manual shunt trip) and during ref ueling outages (automatic undervoltage trip).

This application supersedes our original position on bypass breaker testing as discussed in Reference 2.

The proposed changes would become effective for Union Electric implementation - upon NRC approval.

Enclosed is a check for the'S150.00 application fee as required by 10CFR170.21.
