SUBJECT:
STAFF REQUIREMENTS - SECY-98-176 - PROPOSED OPTIONS FOR ASSESSING A LICENSEE'S SAFETY CONSClOUS WORK ENVIRONMENT The Commission has approved Option 1 which provides for: (1) assessing the work environment at licensee's facilities on a case-by-case basis, and (2) encouraging or ordering, on a case-by-case basis, a licensee to conduct a survey of its safety conscious work environment on its own or by a third party, and to report the results to the NRC. This is a continuation of the current policy, with the addition of the development and implementation of additional guidance and training to inspectors in support of more complete and consistent program implementation.
