SUBJECT:

SALP REPORT PREPARATION In reviewing recent SALP reports, I've noted that many of these reports do not i rate licensec:/.mplicants in all rating categories. Usually enforcement history, reportabh events, and training are not evaluated. In the future, please t.icke an effort t.o include some discussion of these performance attributes.

For example, we shculd be able to evaluate the licensee response to reportable events. ORAB should be regested to provide input for this area. Enforcement activities should be evaluateo by the PM, with input from staff involved in reviewing an escalated enforcement package. Tiiere should be an asc.essment of ,

staffing and training for both the plant c;.erating staff and the licensing l department.

Also, I would like to see a discussion of the licensee's 2 or 3 best areas of performance and the 2 or 3 specific areas that would benefit from additional management attention. Other useful information that should be included is (1) the status of the licensing action backlog, (2) the quality of the licensee's Sholly submittals, and (3) the status of the plant-specific MPAs.
