Enclosed is a Quality Assurance Program for Shipment of SPERT F-1 Fuel Pins per 10 CFR Part 71. This program has under-gone all necessary reviews as indicated by the signed cover page and will be fully implemented to control this shipment.

This shipment is for a research project at Oak Ridge Na-tional Laboratory and involves less than 25% of the fuel pins held in storage currently under the SNM-1050 license. I would like to get NRC approval of this plan at your earliest con-2 venience. If there are any questions, please let us know.
